Dominic has coupled a decade of police service with years of providing capacity development and training programs in numerous nations. He served in an operational police capacity inside the United States as well as in destabilized environments around the world. His foreign posts include Unit Chief for the United States International Police Contingent in Kosovo, Team Leader and Lead Instructor to the Iraqi Police Service, and International Police Adviser to the Southern Sudan Police Service Police Commissioner’s Office where he was also a member of the Joint Operations Center (JOC), a multi-agency organization established to facilitate communications and response to high-risk events. He worked with foreign partners in Nigeria to train hundreds of aviation security cadets, conducted passenger screening assessments, assisted on AVSEC programs in the Caribbean, and more. Dominic's security experience also includes service with the US Department of Homeland Security/TSA.
Dominic is certified by the Organization for the Security and Co-Operation in Europe (OSCE) as an International Police Instructor and Program Developer. He has a bachelor’s degree in business and has attended numerous specialized trainings.

Rich is an accomplished program and team leader with a track record of success in directing all aspects of large administrative, training, tactical and operational departments including the management of financial, physical assets and human capital. He has demonstrated expertise in planning and executing complex projects in demanding environments and driving the successful delivery of programs in full compliance with operational objectives. Experience includes training, developing and mentoring diverse workforces while heading multinational teams on assignments in the US, Europe, and Africa.
Rich is a Credentialed Evaluator, Certified Risk and Change Management professional, and Certified Master Anti-Terrorism Specialist (CMAS).

Thomas (Tom) Pecora, SAS-MP: Executive Director, Asia-Pacific, and Oceania
Tom Pecora has more than 30 years in the security profession and is a former CIA Senior Security Officer who retired after 24 years of service working in various security positions as a Multi-Discipline Security Officer in support of Agency operations. He managed large security programs and operations on multiple continents and in multiple war zones. Experienced in protective operations, crisis management, personnel/physical security, and counterterrorism, he served as Chief of Security for the CIA in Afghanistan, Pakistan, Iraq and Philippines.
While at the CIA, Tom provided leadership training and mentorship for new CIA personnel as well as teaching crisis management and specific security skill sets to Agency employees.
Tom has countless hours of international experience providing subject matter expertise in the areas of security audits & assessments, physical and personnel security, as well as workplace violence and active attacker program development and implementation. His real-world experience with crisis management has been put to good use in advising global clients on how to prepare for and then address security crisis situations.
Tom led a large security staff responsible for securing the National Reconnaissance Office’s (NRO) largest mission ground station, supporting 3,700 people and more than a million square feet of Sensitive Compartmented Information Facility (SCIF) space. As the chair of the Workplace Violence Assessment Team for the NRO site, he was involved in investigating and adjudicating workplace violence issues as well as building appropriate workplace violence policy.
During his government career, Tom received the Intelligence Star, the CIA’s second highest honor for valor awarded “for a voluntary act or acts of courage performed under hazardous conditions or conditions of grave personal risk”. He also received the Career Intelligence Medal for exceptional achievements that substantially contributed to the mission of the CIA.
Tom is the author of the book, “GUARDIAN – Life in the Crosshairs of the CIA’s War on Terror”- a historical memoir of his career in the CIA.
